Permissionless doesn't mean unaccountable.

Anonymous pipes are what everyone else built. Swarm is permissionless but screened: any agent can start small with per-request x402 payments; higher limits are earned by putting a verified principal behind the keys. Know-Your-Agent, in tiers, with real numbers.
